David Congdon has been involved in health and social care campaigning and policy work for over 40 years.  He spent 14 years as Head of Campaigns and Policy for Mencap fighting for equal rights for people with a learning disability.  He is now a lay member on a CCG. He was a councillor for 16 years and a a Member of Parliament for 5 years; he was a leading member of the Health Select Committee.  In a voluntary capacity he advises on issues relating to Parliament, Learning Disability, and social care policy.
